Eighteen-year-old Kimber Mills, a Cleveland High School senior, was fatally injured in a shooting near Palmerdale on October 18.

Authorities say 27-year-old Steven Tyler Whitehead opened fire after a fight,

leaving Kimber “in the wrong place at the wrong time,” according to her sister, Ashley Mills.
