Iryna’s Law: A Tragedy That Changed North Carolina
The brutal murder of 23-year-old Ukrainian refugee Iryna Zarutska on a Charlotte light rail train has reshaped North Carolina’s justice system.
Governor Josh Stein signed House Bill 307, known as “Iryna’s Law,” in her memory.
A Refugee’s Dream Cut Short
Iryna fled Ukraine seeking safety but was fatally stabbed in August 2025 by Decarlos Brown Jr.,
a man with a long arrest record. “We are heartbroken beyond words,” her family said.
“Iryna came here to find peace and safety, and instead her life was stolen from her in the most horrific way.”
A System That Failed Her
Public outrage grew after learning Brown had been arrested 14 times and released on cashless bail.
His brother admitted, “They could have pretty much prevented it then.”
What the Law Does
“Iryna’s Law” enforces stricter bail reviews, mental health evaluations, and faster death penalty appeals.
Governor Stein said, “This law alerts the judiciary to take a special look at people who may pose unusual risks of violence.”
