Reasons Behind the Ban
Each banned nation faces specific issues. Afghanistan has high student visa overstay rates and lacks a secure passport system. Countries like Myanmar, Chad, and the Republic of the Congo have similar problems and refuse to accept deportees. Eritrea and Haiti are noted for weak law enforcement and failure to repatriate citizens.
Iran and Cuba are flagged for “terrorism sponsorship,” while Libya, Yemen, and Somalia are considered unstable and without effective central governments. Venezuela and Turkmenistan show “poor immigration compliance.”
Exceptions and Conditions
Lawful U.S. residents and some visa holders are exempt from the ban. According to the order, restrictions could be lifted if the affected nations “improve cooperation” on immigration and security matters.
