and moving south and southwest.

and the Carolinas are gaining House seats and electoral votes.
Meanwhile, slower-growing blue states are losing influence,
as “Each lost seat translates directly into fewer electoral votes.”

Even holding Midwestern battlegrounds may not be enough,
