U.S. District Judge Katherine Menendez said the issues
are “unusually complex” and lack clear precedent,
making a same-day decision impossible.
She ordered expedited briefing, with filings due by
January 19 and January 22, and a ruling expected later in the month.

while federal attorneys argue the actions are lawful and said
